How to Apply for WIOA in 5 Steps

WIOA is funded by the federal government but administered locally. Every US county has an American Job Center. Here is exactly what happens when you walk in.

Find your American Job Center

Search americasjobcenter.com for the nearest location. Walk in or call — no appointment needed for initial inquiry. Free.

Complete the intake assessment

A career counselor reviews your work history, layoff circumstances, and goals. This determines which funding streams you qualify for. Takes 45–90 minutes.

03
Create an Individual Employment Plan (IEP)

Together with your counselor, you document your career goal and identify an approved retraining program from the Eligible Training Provider List (ETPL).

Get program approved

Your counselor submits the training authorization. Programs on the ETPL are pre-approved — approval typically takes 1–2 weeks. Programs not on the ETPL require additional review.

Start training — costs billed directly

WIOA pays the provider directly. You receive an authorization letter. Show up, complete the program, and collect your credential. Your severance stays in your pocket.

Mass Layoff Bonus

Rapid Response: If Your Company Had 50+ Layoffs

When a company conducts a mass layoff (50+ workers under WARN Act rules), state Rapid Response teams activate automatically. This is a separate, faster track than standard WIOA.
